Bundle configuration

This module computes the values of bundle configuration flags (bundle_flags) based on configuration parameters the configuration rules (Manifest/*.hooks.pl files).

TODO: Write documentation for the syntax and semantics of configuration rules.

The configuration process may invoke external configuration tools if required.
